The National Hydrocarbons Commission (CNH) is an agency of the Federal Executive Branch, with legal personality, technical autonomy and budgetary self-sufficiency. The National Hydrocarbons Commission (CNH) was created on 28 November 2008 as a body with technical autonomy to regulate and supervise the exploration and extraction of hydrocarbons in Mexico.
BACKGROUND
The CNH is an agency that is in a formative phase and is looking for a transition towards regulatory maturity. For this reason, the main challenge is to meet the technological needs that exceed the capacity of the personnel structure of the Directorate General of Information Technologies (DGTI), and due to the nature of the maturity process in which the Institution is currently involved, there is a high degree of uncertainty in estimating the number of technological application requirements and their complexity that the areas will need to define, stabilise and operate their processes.
This makes it necessary for the CNH to require an outsourced service that allows the DGTI to carry out an adequate definition of the developments, their control and the quality assurance of the product, and that can be managed through a cost scheme for the services necessary to meet the requirements that the CNH areas request from the DGTI, in relation to the CNH's Information Systems Development and Maintenance Service.

THE ORGANIZATION
The Tax Administration Service (SAT) is a decentralised body of the Mexican Ministry of Finance and Public Credit1 (SHCP), which is responsible for enforcing tax and customs legislation to ensure that individuals and companies contribute proportionally and equitably to public spending, to supervise taxpayers so that they comply with tax and customs provisions, to facilitate and encourage voluntary compliance, and to generate and provide the information necessary for the design and evaluation of tax policy.2
BACKGROUND
SAT, as the decentralised body in charge of collecting tax and customs resources provided for by law, needs to provide taxpayers and SAT staff with systems that facilitate voluntary compliance with obligations and to generate and provide the necessary information to evaluate tax policy. To this end, every certain established periods, it contracts the Application Support, Development and Maintenance Service, in order to meet all the technology needs resulting from its daily operations.
THE CHALLENGE
As the SAT is an agency that operates at national level, the biggest challenge is to ensure the correct response and functioning of its systems and applications so that its daily operation is not affected, working under previously determined national and international models and standards and adopting already implemented processes.
